X has the following mottos "For by wise guidance you can wage war " ; "Where no counsel is the people fall but in the multitude of counsellors there is safety ",. It was formed on December 13, 1949 as the "Central Institute for coordination ", at the recommendation of Reuven Shiloah to Prime Minister Y. The current Director is Tamir Pardo. India 's Relation with X was unknown till 1977 till Morarji Desai became the Prime Minister. X and Z were  responsible for the discovery of pakistan 's secret Uraniam enrichment plant at Kahuta.
