Rather esoteric question, but interesting.

X was born in 1912 in Ambala, now in Haryana. The son of an Indian Civil Service officer, X was nicknamed after an intrepid Indian spy created by Rudyard Kipling.


Starting out as a war journalist during World War II, X rose to become a high ranking member of British Intelligence and an OBE(Order of the British Empire) officer from 1946 to 1965.


Then how come one finds him on a commemorative stamp released by the Soviet Union in 1990?



Identify X and explain.
